I doubt the OS has anything to do with the crashes, I bet it's probably an issue with how the CPU and RAM works with it if anything. Also since Fallout 3 is being run in the New Vegas engine means that I can use New Vegas mods. Nowadays since I have both Fallout 3 GOTY and Fallout New Vegas Ultimate Edition on Steam, I install Tale of Two Wastelands which simply makes Fallout 3 run in the New Vegas engine and also allows you to travel between the Capital Wasteland and the Mojave Desert. I'd try each of these individually to see what works for you, but you might have to do multiple fixes for it to work. In the past 1, 2, and 4 with some ini tweaks and DLL's downloaded fixed Fallout 3 for me.
